Adobe is confusing us! There are two Lightrooms and their names are so similar as to not make sense.
1. Lightroom Classic CC is the full featured Lightroom that you use on your computer. This is what I use for all my photo editing.
2. Lightroom CC is a stripped down version of Lightroom and Adobe should have named it Lightroom Mobile, but they confused us by calling it Lightroom CC. You can use this version of Lightroom on your computer, but for sure this is what you want to use for your mobile devices.
Profiles and presets will now work across all your devices as long as you install them on your computer version of Lightroom first. Of course, you need to ensure your versions of Lightroom across all devices have been updated.
How do you upgrade Lightroom CC to the latest version? I open Adobe Creative Cloud on my computer and select Lightroom to check if there are any updates.
How much does Lightroom Classic CC cost? Adobe has the photography plan for $9.99 per month. It gives you Lightroom Classic CC, Lightroom CC, and Photoshop CC, as well as 20 GB of cloud storage for your mobile devices. This is the plan I use and I like it because it gives me all three apps and they are always updated to the latest version. Here is a link to the Adobe photography program:
